Windows will finally actually shut down with 'Update and shut down'
Microsoft announced Windows 11 Insider Preview Build 26120.6760 (for the Beta Channel) on September 29, 2025 (local time).
The release notes for this build state that they have "fixed an underlying issue" regarding a bug where selecting [Update and shut down] would not shut down.

When applying Windows Update to a PC, the power menu may show an item called [Update and shut down].
Given the name [Update and shut down], users naturally expect the PC to shut down after applying the update.
However, since around 2023, reports described that even when selecting [Update and shut down], the PC would not shut down and would remain running after the update.
Many users have mentioned this behavior, and a post on X mocking [Update and shut down] as untrustworthy has been reposted over 7,000 times.
Fix in Build 26120.6760
The release notes for Windows 11 Insider Preview Build 26120.6760, published for the Beta Channel, include the following wording.
Fixed an underlying issue which could lead “Update and shutdown” to not actually shut down your PC after.
This means the long-standing issue of not being able to shut down via [Update and shut down] will finally be fixed.
As of now, this update is being rolled out gradually to Insiders (Beta/Dev Channels) and is not being pushed to all users at once.
It will likely take a bit more time before it reaches general users.
