X is scaling back the Communities feature; new creation and some features are unavailable, and there is also a possibility of discontinuation

It has become clear that on X (Twitter), the Communities feature, which allows users to create groups for interacting around specific topics, no longer allows the creation of new Communities and has made some features unavailable.
There has been no official announcement from X regarding this matter, but on X recently there have been a series of cases in which features became partially unavailable and were then completely discontinued, raising concerns that the Communities may be scaled back or discontinued.

Creating new Communities and sharing posts with followers are no longer available
X Communities is a feature that allows users to create public groups for interacting around specific topics, where they can set rules to be applied within the group and make participation subject to approval.
However, it has become clear that some functions of X Communities are no longer available.
Until now, accounts subscribed to X's paid subscription service "X Premium" could create new Communities, but currently even accounts subscribed to X Premium can no longer create new Communities.
When I checked, the button for creating a new Community that had previously existed had been removed from the X Android app and the web client.
According to an article by PiunikaWeb, in the iOS app, the button for creating a new Community remains, but tapping it results in an error and Communities cannot be created.
That article also states that the description of how to create a Community was removed from X's help page, but as of the oldest record on the Wayback Machine, dated May 22, 2024 (GMT), there was already no description of how to create a Community.
Also, the help page for X Premium still contains a statement saying that users can create Communities.
With the removal of the button for creating new Communities, existing Communities can still be used without issue, but new Communities can no longer be created.
In addition to the removal of the button for creating new Communities, the [Share with followers] option when posting to a Community on the web client has also been removed.
Posts made to a Community cannot normally be viewed unless someone joins that Community or views them from the Community's page.
However, by turning on [Share with followers] on the composition screen, the post can also appear in the timelines of followers who do not meet those conditions.
With this option removed from the web client, posts made to Communities from the web become Community-only and basically will not be shown to followers who are not participating in the Community.
At the time of writing, the [Share with followers] option is still available on the Android app and X Lite for Android, but the possibility that it may be removed in the future cannot be ruled out.
Possibility that the Communities feature may be scaled back or discontinued
At present, there has been no official announcement from X regarding the fact that new Communities can no longer be created and Community posts can no longer be shared with followers.
However, on X recently there have been a series of cases in which part of a feature became unavailable and then the entire feature was discontinued.
For example, Expanded Bio, which allowed users to include more detailed profile information on X than in the regular bio, was discontinued after existing Expanded Bios could no longer be viewed.

In addition, the feature that allowed users to save entered search keywords for later reuse was also entirely discontinued after users became unable to delete saved search keywords or save new ones.

In this way, on X there have been a series of cases in which part of a feature became unavailable and then the feature was discontinued.
In March, X's Head of Product, Nikita Bier, said that he is dying to get rid of Communities, but that if he did so there would probably be a huge revolt, showing a negative view of the Communities feature.
At present, there has been no official announcement from X regarding the future of the Communities feature, but there are concerns that the Communities feature may be scaled back or discontinued.
Conclusion
Creating new Communities on X is no longer possible, and the option to share posts made to Communities with followers has also been removed in some environments.
At present, there has been no official announcement from X, but given the recent series of cases in which part of a feature became unavailable and was then completely discontinued, as well as the Head of Product expressing negative views about the Communities feature, there is a possibility that the Communities feature may be scaled back or discontinued.

I've been using JavaScript more than my native language since birth. I am nowhere and everywhere on the internet.
I build web apps and browser extensions in TypeScript as a web frontend programmer. I released Shadowban Scanner, a tool that detects shadowbans on X, and Restore Link Card, a tool that brings back link cards. Media outlets in Japan and abroad covered both tools.
